Mid-term evaluation – Social Empowerment and Protection programme
Dorcas Kenya is seeking a qualified consultant or consulting firm to conduct a mid-term evaluation of its Social Empowerment and Protection (SEP) programme.
The evaluation will assess progress across three complementary projects in Siaya and Kajiado counties: the Siaya Future for Children Project, the Loitokitok Future for Children Project, and the Loitokitok Social Protection Pilot. It will examine relevance, effectiveness, efficiency, coherence, sustainability, emerging outcomes and learning, as well as progress against the projects’ Theories of Change and Results Frameworks.
Particular attention will be given to child wellbeing and protection, household resilience and economic empowerment, the effectiveness of participant targeting, graduation pathways, and the added value of the FLOURISH model where meaningful comparison is feasible. The evaluation will also examine the value for money and cost-benefit of Sustainability Boost investments under the Social Protection Pilot.
Using a mixed-methods approach, the evaluation will generate evidence and practical recommendations to strengthen programme quality, implementation, learning, accountability and sustainability during the remaining programme period, and to inform future programming.
The assignment is expected to take approximately 22 working days, with the exact timeline to be agreed during contracting and inception.
