Project Officer Community Mobilisation and Empowerment – Dorcas Kenya

Project: Moyale Cross Border Socio-Economic Empowerment Project.

Reporting to: Project Coordinator – Dorcas Ethiopia, Programme Manager – Dorcas Kenya.

Dorcas Aid International Kenya is a Christian relief and development organisation working in the areas of WASH, social empowerment and protection, inclusive entrepreneurship and climate change. Dorcas is urgently seeking to recruit a Project Officer – Community Mobilisation and Empowerment to support the Moyale Cross Border Socio Economic Empowerment Project. The position will be based in Moyale and requires a motivated professional with a business background. He/she must have proven skills in Market System Development (MSD), experience in dairy value chain management, coordination of income generating activities involving marginalised people (especially women, youth and people with disabilities), mobilisation of grassroots organisations and networking with other stakeholders. The person must have the ability to work with a trans-boundary team to implement project activities, train local leadership and promote and integrate climate resilient actions to strengthen community resilience.

Specific Responsibilities

  1. Project Implementation & reporting
  • Participate in planning and budgeting, preparation of work plans and reporting using templates provided by the donor.
  • Implement and monitor planned project activities according to work plans and report progress to the Project Coordinator.
  • Implement activities in the project communication plan, including collecting, writing and sharing human interest stories on a quarterly basis.

2. Community Engagement and mobilisation

  • Work with community leadership and relevant actors to develop a criterion for recruitment of project participants in line with donor requirements.
  • Conduct a scan and inventory of all economic activities undertaken by community members and various groups within the project implementation area.
  • Recruit and train different cadres of local leaders and administrators to support economic empowerment, cross-border engagement, peace building and climate change.
  • Map and mobilise various grassroots organisations and self-help groups engaged in income-generating activities and promote business-to-business linkages.
  • Establish and maintain transparent and functional relationships with target communities by actively assessing risks and developing relevant mitigation measures.

3. Livestock development & alternative economic activities

  • Facilitate capacity building of a milk cooperative to develop a sustainable value chain.
  • Strengthen the capacity of various self-help groups to improve governance, operations, strategic planning and financial management to expand their potential for alternative income-generating activities.
  • Create and establish an AgriTech and FinTech innovation hub to provide digital skills to youth for job creation, and support communities to establish hydroponic forage production.
  • Promote market system development by assessing and addressing the underlying factors under push, core market and pull factors that will impact the various economic empowerment activities undertaken by the project.

4. Coordination & Advocacy

  • Participate in various coordination meetings with government and other CSOs working in the project area.
  • Capture and share lessons learned to facilitate scale-up and adaptive programming.
  • Actively network and create sustainable relationships with other economic empowerment programmes.
  • Work with various thematic clusters in the district to share information and coordinate project activities.

Previous experience in Marsabit (especially Moyale area) is an added advantage.
