Consultancy services for End of Project Evaluation – Dorcas Kenya

Deadline for submission: 28th March 2024.
Geographical area of the assignment: Siaya County

The overall purpose of the evaluation is to assess the processes and achievements made to draw lessons that will inform the development of future programming. The evaluation is intended to be forward looking in terms of capturing lessons learnt and providing information on the nature, extent and where possible, the effectiveness of (Public Private partnership) PPP approach. The evaluation will also unearth what has either worked or not and develop guidelines for PPP, SOPs for similar projects, as well as standards for water and sanitation revenue models.

The evaluation is expected to start in Mid-April 2024 and to end no later than 17th May 2024. This will include desk reviews, fieldwork – interviews, and report writing.

Consultant Qualifications
Education: A postgraduate degree in Public Policy, Project Management, Development, Economics, Business Administration, Water Management and Governance, Rural Development and similar
Experience: At least 5 years of experience evaluating WASH development projects Strong familiarity with private sector development, Public Private Partnerships, entrepreneurship promotion schemes, gender equality and women empowerment. Capacity to provide programming recommendations in the field of Livelihoods, youth and women empowerment Excellent command of written English.
